Simon Randall CBE, Consultant with Winckworth Sherwood LLP

“The housing and construction sectors are arguably the most highly regulated in the UK. There is enormous scope for reducing red tape which could both increase and speed up the supply of private rented and social housing without in any way compromising on quality, sustainability or security. This will be the overall challenge for the sectors and look forward to their suggestions for abolition or simplification of existing regulations.”

Simon RandallSimon Randall is a solicitor specialising in housing and local government. He has been an elected London Borough Council member and served as chair of Broomleigh Housing Association until 2010.

He was chairman of the former London Boroughs Association Housing and Social Services Committee until 1994. He is currently chairman of the Conservative Cooperative Movement promoting cooperatives and mutuals to local authorities under the Localism Act.

He was awarded his CBE in 1991 for services to local government in London.

Councillor Stephen Greenhalgh

Stephen GreenhalghStephen Greenhalgh is Councillor for Town Ward in Fulham and is the Leader of Hammersmith & Fulham Council.

He has extensive experience of the local government and housing sector. He is a successful entrepreneur and, as a landlord himself also understands the business perspective.

In May 2008 Greenhalgh was appointed by Mayor Johnson to a Panel overseeing an audit of City Hall finances. Soon afterwards he was also asked by Eric Pickles MP, then Shadow Secretary of State for Communities and Local Government, to head up a new Conservative Councils Innovation Unit that will “formulate a bold Conservative blueprint for local government”.
