Energy: Coal industry and miner welfare
There are currently 46 licensed mines in production in the UK – 15 deep mines and 31 surface – employing around 6,000. The regulations detailed here are mainly to do with the oversight of the coal industry pre-privatisation; and its post-privatisation liabilities. They cover areas such as pensions, welfare, licensing of coal workings and responding to some environmental liabilities.
Regulations around the operational regime (e.g. health and safety issues, and planning) are being covered under the relevant Red Tape Challenge themes.
You can find the regulations that relate to Coal Industry and Miner Welfare below to the left.

We welcome your comments on where there are disproportionate burdens, redundant regulation or areas where we could make simplifications to reduce bureaucracy. Be specific and provide as much detail as possible:
- Should we scrap them altogether?
- Could their purpose be achieved in a non-regulatory way (eg through a voluntary code?) How?
- Could they be reformed, simplified or merged? How?
- Can we reduce their bureaucracy through better implementation? How?
- Can we make their enforcement less burdensome? How?
- Should they be left as they are?
